HS2 not for the likes of Brit firms

• FIVE days ago the BBC News reported that “The Chinese Guangshen Railway Company is part of a bid to run the flagship HS2 line”. Firms in France and Italy were also reported to be in the running.
The BBC clarifies: “The only government not allowed to bid to run British rail lines is our own”. Is this what Brexiteers mean by “reclaiming our sovereignty”?
